Religious activities

Dear List Members,
I recently assumed the interim helm of a Center for Service-Learning at
a comprehensive public university.  In the past, activities that
supported religious denominations were accepted as in the "public or
common good" and were recognized as Service-Learning options for
students.  These have included engaging in religious instruction,
helping to setup and conduct religious services, providing service in
organizations with a decided emphasis on a particular religion (does not
accept any public funding), etc.

Learn & Serve America specifically prohibits these types of activities
on the part of staff and participants if they would "associate the
activities with the Learn & Serve America: Higher Education Program or
the Corporation."

One last item, although the students have a multitude of ways to do
service-learning, 30 hours of service-learning is required by everyone
as a graduation requirement.  

What guidelines, if any, have programs developed to draw the line
between church and state?
