Cindy -

You might look at our "Guiding Principles" in our faculty manual for one 
example -
it's available on our webpage at www.colostate.edu/depts/slvp - go to the 
"service
integration project" on the left sidebar and then to the faculty manual.  We 
have 10
principles that serve as "guides" (it is still very course dependent how they 
are
operationized) and one is that students complete a minimum of 5 hours for each
credit hour (thus a min. of 15 for a 3 credit course).  And another principle is
that the credit is given for the learning not for the hours.    Folks often 
compare
it to writing a research paper in which you require a minimum number of 
citations or
references - points may be given for completing the minimum but the final grade 
is
based on the learning demonstrated.

To answer another question - our guiding principles were developed by our 
Faculty
Advisory Committee and staff with ideas pulled from many national resources like
wingspread and Howard's 10 principles.  Hope this helps -
