The questions and answers document contains information regarding the
waiver of the institutional-share requirement under the Federal
Work-Study Program for students employed as tutors in family literacy
programs. The document also contains a resource section to help
colleges and universities find nearby family literacy programs. A
hard copy will be mailed to America Reads college and university
contacts and to financial aid offices of FWS institutions. We also
encourage family literacy programs to approach colleges and
universities about placing FWS students in your programs.
Effective July 1, 1998, the new waiver will allow 100 percent of the
wages of FWS students tutoring children and/or their parents or
caregivers in family literacy programs to be paid from federal
dollars. Research shows that children whose parents work with them
on literacy skills during early childhood have a better chance of
reading well and independently. We hope this waiver will provide you
with additional flexibility to respond to the President's America
Reads Challenge.
