PARE Model

I am passing this question along from a University of 
Maryland grad student in College Student Personnel, Emily 
Morrison, who is writing an article on service and 
leadership. Please reply to Emily at emmo@wam.umd.edu.

Question:
Who originally came up with the PARE model (Preparation, 
Action, Reflection, and Evaluation) that is often used to 
design effective service programs? What is the earliest 
source that should be cited for this model? The University 
of Maryland has been using the model for several years and 
was cited in Service Counts (1997) by Campus Compact as a 
source but we were wondering if there are prior sources 
since this model is so widespread in service-learning.
Note: The PARE model is also sometimes referred to as PAR 
(Preparation Action Reflection)
