Fed Work Study and Comm Service: Responses

Many thanks to all who responded to me email concerning federal work study 
and community service... and my apologies for taking so long to share the 
responses with the list.  If you'd like me to fax you a copy of the 
University of Vermont contracts, please email me off-list and I'll send 
them out.

I am the Work-Study Coordinator at UVM, and in that position work
out of the Career Services Office.  (which makes my position somewhat
different from many of my peers at other universities) We also have a
Coordinator for Service Learning in our office.

At UVM the work-Study Program has 194 employers/departments on-campus and
111 off-campus not-for-profit employers/organizations. A total of 1799
students work on-campus and 144 work off-campus.  So we have a significant
number of students working in not-for-profit organizations in the
Burlington community.  (Actually, as of the 2000-2001 financial aid award
year schools are being required to expend a minimum of 7% of their
work-study monies in community service placements)

We have an agreement that the organizations sign (same for off-campus and
on-campus)  We also have a "contract for services" that off-campus
organizations must sign. they also must provide federal documentation of
their non profit status.  Those documents are processed through UVM's
Office of Sponsored Programs.  I also attempt to promote that there is an
option for expansion of opportunities in not-for-profit off-campus
organizations.  (some of the best ones are actually brought to my attention
by students who are interested in career-related positions.)

When this opportunity arose years ago, my office was given the "heads
up" through our affiliation with Campus Compact.  I simply contacted
our Financial Aid Office and offered to coordinate the program.  They
were actually relieved to have me do it.  The money  (currently 7% of
our FWS funds) is allocated to my budget. Students turn their time
sheets into me and I  submit them monthly.

I  designed a program which modeled our academic internships, and
requested job descriptions from the non-profit agencies with whom I
already had relationships through volunteer placements. The agencies
are thrilled to have "free" workers and I demand very little from the
agencies.  I try to keep their paperwork at a minimum, so they
continue to request students and are very supportive.  The way I run
this program is probably a bit more casual than other larger
institutions, but it works for us.  I currently have a student worker
who helps to coordinate it for me.

Brown has a great program that manages this relationship well (I used to 
run the Public Service end of it).  I think Jamie Egan is facilitating the 
program right now.  You can contact him at james_e_egan@brown.edu or call 
him at the Swearer Center for Public Service.  He might be a good resource 
since y'all are neighbors.

I oversee the 7% of the University's FWS funds that are federally
mandated to be used for community service.  I enclose a brocure with the
summer mailing to students who are eligible for FWS encouraging them to 
work
in the community.   I am attaching the three documents that I use for the
agencies.  Call me if you have any questions.  (my address and phone number

You may want to address your question to the America Reads listserv at:
americareads@lyris.etr.org

The federal government has been supporting America Reads initiatives at
colleges around the country by waiving the 25% of wages that schools
usually pay towards FWS work -- thus, the people on that listserv have had
lots of experience engaging their financial aid officers in service
activities.

You may also be interested in the teleconference that the University of
Vermont produced with the US Dept of Education, office of the America Reads
Challenge, "Building Sustainable Community Partnerships." The program aired
live last October, and is available at no cost from the US Dept of Ed by
calling 1-800-USA-LEARN.

The only partnership we have is that our Work Study employee knows about 
our
web site and can send students there for information about the various
agencies.  It's a very simple connection, but a valuable one....

Our work-study office sends out a letter with the freshpeople packet that 
describes the DC Reads work-study opportunity. This is really all the new 
recruiting we have to do so we're very pleased they do that. Our community 
partners each sign an agreement but that's very informal and sometimes 
doesn't even seem to get done. More important is that we have a rule that 
staff select community partners rather than students. Otherwise they'd be 
all over the place. We do have 20 some communtiy partners which is quite 
enough. They were selected the first year through existing relationships 
and their ability to receive and support tutors. I've attached a site 
contract which I haven't looked at in a long time (I was the first DC Reads 
coordinator but no longer hold that position.) Let me know if you have 
other questions.
