HallSTARS! Program Manager

Position Description:


The Program Manager overall is responsible for the administration of the
Frostburg State University Residence Hall, Allen HallSTARS! Education Only
AmeriCorps Program.  Position requires ability to supervise staff and
members, monitor day-to-day planning and implementing of program and
maintain the fiscal responsibilities of the program.  Program Manager will
directly monitor and support all functions of the program. Two to three
years experience in the National Service or related experience.

Responsibilities

* Maintain office in Residence Hall
* Work in collaboration with Hall RD and RA to ensure and foster positive
working relationships and quality programming
* Supervise part-time student AmeriCorps (90) members participating in the
academic-year HallSTARS! Program
* Supervise  work study students
* Prepare quarterly progress reports for the Corporation for National
Service
* Monitor and track service hours for all HallSTARS! Members to ensure
program compliance
* Assist in the development and implementation of training program for
Members and site supervisors
* Serve as liaison between State/Federal /Corporation agencies and the
program.
* Assist in developing and monitoring of program, member and site objectives
* Assist Executive Director in the evaluation and monitoring of the program
and member objectives
* Assist in the development of an evaluation tool with the Executive
Director and Evaluation Professional
* Monitor and track all fiscal responsibilities within the HallSTARS!
Program
* Compile and prepare financial reports and progress reports to the CNS
* Approve fiscal transactions and monitor budget items within the grant with
the FSU Grants Accountant and the CNS
* Complete and report periodically  member rosters, enrollment and exit
materials as outlined by the grant and the CNS


Salary:  July 1, 2000 - June 30, 2001

Program Director Job Description:

Position Description:

The Program Director advances the program's mission and goals for delivering
direct services to the Tri-County area of western Maryland (Allegany,
Garrett, Washington); manages program development, support and monitoring
functions; and supervises subordinate staff involved in day-to-day project
activity.
Three years of National Service or related experience requires

Position responsibilities include:

* Supervise Program Staff (Program Assistant, Budget Specialist, and other
staff), Service Site Supervisors;
* Ensure program compliance with University, State and federal regulations;
* Maintain effective communication with Program Staff , Site Supervisors,
Advisory Board, Frostburg State University, National Service Partners, the
Corporation for National Service (CNS) and the Governor's Office on Service
and Volunteerism (GOSV);
* Write and maintain grants proposals and reports to maintain program and
further it's service capacity;
* Develop, implement and monitor program Evaluation Plan.
* Write annual renewal grant, Annual Accomplishment Review and update the
annual Impact report for  the program;
* Oversee all financial compliance, policies and procedures, OMB Circulars,
Provisions, National/State and  FSU Policies as outlined by the grant;
* Market and promote the at local, state, regional and national conferences
and events;
* Develop, implement and design a three year comprehensive strategic plan
for sustainability;
* Implement service projects that highlight the National Days of Service
initiatives, including a MLK Day service project in January and April of
each year, National Volunteer Week, National Youth Service Day and Make A
Difference Day;
* Travel to local, state, regional and national meetings as mandated by the
GOSV and CNS;
* Launch a comprehensive fundraising plan in collaboration with the
Executive Director for outside funding sources;
* Coordinate and implement monthly Service Institutes for members, agency
meetings , social activities and personal development seminars with the
assistance of the program assistant;
* Coordinate both internal and external evaluation/monitoring plans,
including designing and implementing a quarterly evaluation tool for all
sites to ensure compliance with stated objectives;
* Oversee the coordination of the recruitment process for members and new
sites;
* Oversee the WBRS National database, updating, reporting and approving
program document information.


Salary: September 1, 2000 - August 31, 2001
266days x $124.06/daily = $33,000


Program Assistant: Administrative Assistant

Position Description:

The Program Assistant will assist in developing and implementing regional
community-based direct service efforts utilizing the team of 40 A STAR!
Members. Using community outreach efforts, and working with the Program
Director, the Program Assistant will actively monitor community projects in
the areas of public safety, human needs, education and the environment.
Two to three years of National Service or related experience required.

Position responsibilities include:

* Serve as liaison between Tri-County Coordinators and the program, members,
Service Sites, and Program Director;
* Oversee daily administration of the program;
* Assist with the coordination and facilitation of a comprehensive training
schedule for members and assist the Director with quarterly Site Supervisor
meetings;
* Coordinate site visits and member visits including bi-monthly Brown Bag
Lunches;
* Coordinate A STAR! newsletter  (6 times per year), weekly update, update;
* Monitor program listserv and web page and address all needs and requests
for resources;
* Attend local and state trainings and meetings pertaining to AmeriCorps,
the GOSV, CNS and regional affiliations;
* Assist with the supervision of daily operations at Service Sites and of
members to ensure compliance with their objectives, Corps Member Development
Plans and general program contracts;
* Assist in the review and compilation of program annual renewal as outlined
by the GOSV;
* Assist in the compilation of materials for quarterly reports, annual
accomplishment review and impact report;
* Assist with the recruiting efforts with the Director for members and new
sites
* Coordinate Tri-County coordinator's daily activities;
* Facilitate Esprit De Corps and weekly team building activities with County
Coordinators and members;
* Facilitate monthly service projects and assist in the coordination of
anchor service projects.


Salary:  August 23, 2000 - August 31, 2001
