My apologies to the group.  After passing on the message that came to me, I
received a message informing me that the e-mail address to which the
petition would go has been discontinued because the person who started the
petition effort didn't realize how the messages to her address would swamp
the system.  Sorry to have been part of the problem because I didn't do my
homework!
