There is an interesting article in the April 26 issue of Education Week.
The article is about America's Promise. It touches upon the problem of
knowing your program has made an impact but not having tangible statistics
to prove the widespread impact.

The goal of America's Promise is to focus the nation's philathropic
energies on providing at-risk children with five ingredients for success: a
relationship with a caring adult, a safe place to take part in constructive
activities after school, health care, a marketable skill, and a chance to
perform community service. This article looks back on the first three years
of America's Promise and discusses the need to redifine the role of
America's Promise as catalyst and the need to redefine or quantify outcomes
and assessment.
