Giving release time as compensation

I am sure thankful for this board and all the wonderful folks who help each 
other out!

I am exploring the possibility of offering release time to faculty who develop 
a service-learning component.  However, there seems to be a lot of obstacles to 
this - variance in credit pay, overload, finding replacements, how many credits 
release, etc...

I know it can be done - but how!?!  I would greatly appreciate any suggestions 
from those who have/had experience with this issue.
