Project A.P.P.L.E.S. (Assisting People in Planning Learning Experiences in
Service) at the University of North Carolina Chapel Hill runs such a
program. As a matter of fact the program is funded through student fees and
the students run it through a leadership team that includes a paid staffer.
Faculty are recruited to teach the classes and evaluate performance,
however, APPLES students are responsible for facilitating reflection
sessions and to coordinate efforts between the faculty and community
placements.

They have a great guide book too, that you can pick up for just $10 (I
believe), called "Service Learning the APPLES way: A guide to integrating
community service with university courses." For more information contact
