THE RHODE ISLAND COMMISSION FOR NATIONAL AND COMMUNITY SERVICE
Position Announcement: AMERICORPS PROGRAM OFFICER
The Rhode Island Commission for National and Community Service is an
independent nonprofit organization which administers, coordinates and
promotes national and community service programs throughout the state. One
of the Commission's primary functions is to administer the AmeriCorps and
Learn and Serve America Community Based National Service programs with funds
from local programs and the federal Corporation for National Service. In
addition, the Commission is charged with catalyzing Rhode Island's array of
community service initiatives into a cohesive whole. With its strategic
focus on education, Rhode Island has one of the most dynamic AmeriCorps
programs in the country consisting of twelve programs, over 300 corps members
and a total budget of over $2.5 million. For the 1997-98 program year this
represents a funding increase of over 33% and an increase in total corps size
of over 50% over the prior year.
Specific responsibilities of the AmeriCorps Program Officer include:
Program development and fiscal and programmatic monitoring of Rhode Island's
network of eight Commission-funded AmeriCorps programs:
Program Development: Assist AmeriCorps program directors, staff, and Members
develop high-quality programs which exhibit demonstrable direct service
impact, fully support the development of all AmeriCorps Members, and provide
a transformational presence in Rhode Island's most underserved communities.
Fiscal Management: Assure responsible allocation and use of grant funds.
Monitoring: Assure compliance with programmatic and fiscal grant
requirements: conduct site visits; assess monthly and quarterly reports;
monitor submission of required forms and reports; prepare and submit required
reports to the Corporation.
Evaluation: Work with Commission Deputy Director and program directors to
assure that projected program objectives are met via quantitative and
qualitative individual program evaluations. Carry out state-wide AmeriCorps
evaluation in conjunction with Rhode Island Foundation consultant.
Training and Technical Assistance: Work with the Commission's T/TA
Coordinator to develop and implement individual and pan-program training
plans for program staff and AmeriCorps Members.
Coordination of AmeriCorps activity state-wide, including eight
Commission-funded programs and four AmeriCorps* programs funded directly by
the Corporation for National Service:
Communication: Supervise the production and distribution of an AmeriCorps
newsletter and event calendar.
Inclusion: Work with program directors and the Commission Deputy Director to
assure the opportunity for full inclusion of people with disabilities in
AmeriCorps programs.
Identity: Work with Commission Deputy Director in the development of a
state-wide public relations campaign, raising the visibility of AmeriCorps in
Rhode Islander.
Member Committees: Oversee three state-wide AmeriCorps Member advisory
committees.
Cross-program collaboration: Work to forge meaningful partnerships and
collaboration between AmeriCorps programs and other National Service programs
in Rhode Island.
Qualifications:
* Significant experience with national, community, or volunteer service
programs as a professional,
participant, and/or volunteer, preferably with an AmeriCorps program.
* Fiscal management and monitoring experience
* Knowledge of Community Service Learning principles and best practices
* Excellent writing skills
* Ability to serve in a monitoring capacity while maintaining relationships
based on partnership
* Proficient with Macintosh
* Spanish proficiency strongly desired.
Salary Range: This is a .75 FTE position with an annualized salary ranging
from the high twenties to mid thirties, commensurate with experience;
generous benefits package.
