You might want to look at "Establishing and Sustaining and Office of Community
Service," published by Campus Compact, available at 
http://www.compact.org/csds/reading.html.  In addition to suggestions 
on getting start-up funding, it also addresses most of the logistics 
associated with such an endeavor.
