Try checking with any number of public universities in California. In the
late '80s a bill called Human Corps was passed in California to strongly urge
all students in public colleges and universities to do community service.
Every campus was asked to set up a Human Corps Task Force and to study and
report on the degree of student involvement in community service. I remember
responding to surveys as a student myself.
