If you haven't done so already, please check out the following website for
the latest information in some of the Department of Education's funding
opportunities.  http://www.ed.gov/

You can search by alphabetical subject listing or, if you click on the
"major new 1999 initiatives" section, you will be able to read a brief
statement about several programs (and projected 2000 funding).  

You also may wish to check out the following website, which lists programs
and competitions under which the Department  has invited or expects to 
invite
applications for new awards for FY 2000 and provides actual or estimated
deadline dates for the transmittal of applications under these programs.
The lists are in the form of charts -- organized according to the
Department's principal program offices -- and include programs and
competitions we have previously announced, as well as those they plan to
announce at a later date.
